They detail the merger of Bradford Regional Medical Center and Olean General Hospital, including promises made to the public to maintain the same level of services and employment at both facilities. These documents are less heavily redacted than the PA documents, and are very revealing of the circumstances of the merger and how it was sold to the public, the board, and the two states’ governments.
